- 인권교육과 지속가능발전의 연계를 위한 평생교육적 방안모색 -
인권이란 ‘인간이기 때문에 갖는 기본적 권리’를 뜻하는 것으로 ‘인간이 존엄한 존재가 되기 위해 가져야 할 권리’라는 의미로 해석되고 있다. 그러나 무엇이 인권이며, 어떻게 권리를 행사해야 하고 또 어떤 책임을 져야 하는지 제대로 알지 못하는 사람들이 많다. 그러므로 교육을 통해 자신뿐만 아니 라 타인의 인권을 존중하고 나와 다른 집단의 가치나 문화를 인정하면서 함께 더불어 살아가는 자세와 능력을 키워줄 필요가 있다. 이것이 바로 인권교육의 필요성이다. 하지만 이제 문제는 인권교육의 당 위성이 아니라 실효성이다. 현재 우리나라의 인권교육은 여러 가지 차원에서 문제점을 가지고 있으며 참여도도 저조한 편이다. 이에 본 연구에서는 인권교육(EHR)을 어떻게 실시하는 것이 보다 효과적이 며 어떤 방향으로 이루어지는 것이 바람직할까? 라는 연구목적하에 지속가능발전교육(ESD)과의 관 련성을 분석하여 연계가능성을 탐색하고 평생교육적 차원에서 그 실천방안을 모색해 보고자 한다. 구 체적인 연구내용은 첫째, 지속가능발전과 지속가능발전 교육의 의미와 내용을 분석한다. 둘째로는 지 속가능발전과 인권교육과의 관련성을 찾아보고 연계 가능성에 대해 분석한다. 셋째로는 현재 수행되고 있는 인권교육의 문제점을 찾아 이를 지속가능발전교육과 통합적으로 운영할 수 있는 방안을 모색하 고 효과적인 인권교육의 전략을 평생교육적 차원에서 제시한다. 인권교육이 보다 실효성을 갖기 위해서는 이론과 실천이 통합적으로 이루어질 필요가 있다. 내용적 차원에서는 인지적이고 권리중심적인 것에서 공동체에 대한 책임과 행동이 함께 강조되어야 한다. 이 때 인권교육을 단독으로 진행할 수도 있지만 지속가능발전과 관련지어 통합적으로 실시한다면 시너지 효과를 가질 수 있다. 인권이 실현되기 위해서는 인간의 지속가능한 삶이 보장되어야 하기 때문이다. 또한 방법적 차원에서는 학교에서뿐만 아니라 지역사회나 시민단체 등과 연계하여 평생교육적 차원에서 실천되는 것이 바람직하다. 특히 평생교육의 이념은 교육을 통해 누구나 인간다운 삶을 살 수 있도 록 돕고, 지속가능한 사회를 추구한다는 점에서 인권교육의 가치와도 직결되다. 자녀들의 인권민감성 은 부모와 사회의 인권의식에 직접적 영향을 받는다는 점에서도 향후 평생교육적 차원의 인권교육에 더 많은 관심과 실천이 요구된다.
A Study on the Human Right Education in Connection with Sustainable Development - In the Lifelong Education Perspective -
The purpose of this study is to explore the strategies for Human Right Education in connection with sustainable development and discuss practical ways of activation of it in the lifelong education perspective. To achieve this purpose, this study reviewed history, purposes, contents of ESD(Education for Sustainable Development) and compared them with those of HRE(Human Right Education), examined possibility of connecting them. Lastly problems of HRE practices not only in formal education but also in the fields of lifelong education were analyzed. The notion of HRE is a main value and purpose of lifelong education and ESD because the sustainable development pursues enhancement of quality of human conditions with the consideration in social justice. Lifelong education can provide practical and effective strategies for EHR and ESD. From lifelong education perspectives, this study suggested following for effective HRE. Firstly, it is better to approach HRE and ESD in holistic way than teach them separately. Since there were many similarities between them, they can be complementary each other. Secondly, HRE is needed for the adults as well as the children. Therefore, HRE programs should be run in nonformal institutions like community centers and NGOs with a connection of ESD. Lifelong Education can play an important role in realizing the ideas of EHR and ESD. Thirdly, innovation in the educational method is needed not only in cognitive domain but also in affective, physical domain. We can find a way not in books but in daily life. Fourthly, linkage and cooperation between support systems are needed for actual management. Lastly, training expert for HRE is very important to raise the quality of education including teachers for school and adult educators for non formal institutions.
